MANAGEMENT
SUMMARY
During this reporting period (July 1,1992 - December 31,1992), Consumers Power Company conducted 699 random FFD tests with the following results:

alcohol) entered Employee Assistance Service (EAS) treatment program and subsequently returned to the work force.
One individual (cocaine) was terminated due to this being a second offense.
One contractor security employee (cocaine &
THC) had access terminated.
Contractors 88 1 positive (THC); access was terminated.
One unannounced Follow-Up Test identified a positive for cocaine, the second for the employee.
The employee has been terminated. An appeal of the termination by the employee was withdrawn prior to being formally submitted.
One For-Cause (alcohol) incident resulted in an employee entering the EAS treatment program with subsequent return to the work force.
CPCo averaged 1,143 employees with unescorted access during 1992 A total of 1,290 random tests were administered, resulting in 8
positive test determinations. This equals a 0.6 % positive rate showing a slightly increasing trend compared to previous years.
An average of 256 Contractor personnel maintained unescorted access during 1992.
A total of 392 random tests were administered, resulting in 2 positive test determinations.

A total of 1,237 pre-access tests were administered resulting in 10 confirmed positives (5 THC, 2 cocaine, 2 alcohol and 1 refusal to submit). All were denied access.

An annual audit of MR0 and NIDA Laboratory services identified both areas to be effectively implemented. A portion of the laboratory audit included a commitment to re-examine an occurrence of an unsatisfactory performance test result by the NIDA Laboratory"'. The review was conducted by J. L. McHan, PhD, the Technical t
Expert on the audit.
Dr. McHan reviewed all correspondence and laboratory l
records concerning the matter and found actions to be proper and performed in a timely fashion.
The laboratory's investigation explanativ and corrective actions were judged to be both reasonable and consistent with regulations.
Upon review of the 1992 data, it was found that our semi-annual report for the period January 1,1992 - June 30,1992, had erroneously listed one positive random test result on a security staff employee under the Palisades Contractor category instead of the Palisades Employee category. Although our security staff l
are contract personnel, CPCo has always included them in the employee test pool.
After analyzing all 1992 data and discussions with NRC, Region III, corrections were made and are included in the Performance Data Forms in Attachment 2 of this report.

INITIATIVES TAKEN

i Internal Fitness For Duty Working Level Procedures were revised to provide additional guidance to FFD Program Administrators.
Training sessions were provided to the Administrators to review procedure changes and share program i
4 experiences.
An internal work group, composed of Employee Assistance Services Coordinators, 4
4 was formed to develop an EAS Guidance Manual. The manual provides coordinators assistance on referral agencies, training material, reference material by i
substance or behavioral patterns and miscellaneous EAS topics.

REPORTABLE EVENTS UNDER 10CFR. PART 26.73

t One reportable event, involving a Licensed Operator (SRO) testing positive for THC through the random selection process, occurred during this six month interval. Upon the MR0's confirmation to the site HR Director, unescorted access j
was immediately revoked and NRC notification made.
A thorough review of the Operator's work over the past six months was performed by the individual's supervisors and the Operations Superintendent.
The supervisors felt strongly that the Operator's work performance had been excellent and aberrant behavior was not present.
Prior to the positive random test, the Operator had been randomly selected and had provided a negative specimen on four occasions during 1992. The Operator successfully completed the prescribed EAS j
treatment program and returned to work.

CPCo does not take action against presumptive positives for THC or cocaine.

LESSONS LEARNED An isolated incident occurred during which a Contractor. who was requested to troubleshoot a turbine trip, arrived on site at approximately 1800 hours0.0208 days <br />0.5 hours <br />0.00298 weeks <br />6.849e-4 months <br /> on a holiday weekend evidencing the effects of alcohol. The Contractor did not have unescorted access. A determination was made to administer a breath alcohol test.
However the For Cause process, requiring both drug and alcohol testing, was not enforced because of the contractor's escorted access status. As a result, FFD Procedures were revised to add guidance regarding individuals who do not have unescorted access and are exhibiting aberrant behavior or are suspected to be under the influence of alcohol or controlled substances.
