Gentlemen:
This refers to the inspection conducted by Mr. W. M. McNeill of this office
during the period February 5-9, 14-16 and February 26 through March 2, 1990, of
activities authorized by NRC Operating License DPR-40 for the Fort Calhoun
Station, and to the discussion of our findings with you and other members of
your staff at the conclusion of the inspection.
The area examined during the inspection was self-assessment capability. Within
this area, the inspection consisted of selective examination of procedures and
representative records, interviews with personnel, and observations by the
inspector.
The inspection findings are documented in the enclosed inspection
report.
During this inspection, it was found that the Safety Audit and Review Committe
had not reviewed recent plant modifications and their associated safety
evaluations.
However, in accordance with Section V.G,1 of the NRC's Enforcement
,
Policy, no citation is being issued for the violation described in
paragraph 3.1 of the enclosed inspection report.
Also during this inspection,
it was found that you were not in full compliance with standing order
requirements with respect to entry of Plant Review Committee (PRC) action items
into the station commitment tracking system, and submittal of the results of
l
reviews by a PRC subcommittee to the PRC for approval. However, in accordance
'
with Section V. A. of the NRC's Enforcement Policy, no citation is being issued
l
for these two violations described in paragraph 3.2 of the enclosed inspection
I
report.
We have also examined actions you have taken with regard to previously
identified inspection findings. The status of these items is identified in
j
paragraph 2 of the enclosed report.
