RESPONSE TO GENERIC LETTER 89-13, SERVICE WATER SYSTEM PROBLEMS AFFECTING SAFETY-RELATED EQUIPMENT " DATED JULY 18, 1989 (TAC 74003)
On July 18, 1989, the NRC staff issued Generic Letter (GL) 89-13 " Service Water System Problems Affecting Safety-Related Equipment." The GL requested that all licensees and construction permit holders take the actions described in the GL to ensure that their service water systems are in compliance with, and will remain in compliance with, Appendix A of 10 CFR Part 50, General Design Criteria 44, 45 and 46 and Appendix B of 10 CFR Part 50, Section XI.
By letter dated February 13, 1990, you submitted the first of two required responses to the subject generic letter. Noting that you have concitted to each of the five recommended actions of GL 89-13, or to an equally effective alternative course of action for one or more of them, and have adopted an acceptable timetable for completion of the program, the staff accepts your response as fulfilling this aspect of the generic letter.
We remind you that if you choose a course of action different from that recommended in the GL, you should document and retain in appropriate plant records, a justification that the heat removal requirements of the service water system are satisfied by use of the alternative program.
We look forward to receiving the additional requireo response (s) to this GL which will confirm that the actions outlined in your letter have been implemented.
In accordance with the GL, this is expected within 30 days of implementation.
