As required by 10CFR 50.54(P), please find attached one signed original and three (3) copies of Revision 41 to the McGuire Nuclear Station, Physical i
Security Plan.
This revision outlines the security requirements necessary to temporarily relocate the protected area barrier which will allow constructior, of the Maintenance and Technical Support facility outside of the protected area.
I feel that this is an operational necessity that will allow us to construct the facility as efficiently and as timely as possible.
This facility is being constructed in an effort to enhance the capabilities of our emergency response facility as recommended by the NRC in the McGuire Emergency Response Facility Appraisal, Inspection Report 50-369/85-29 and 370/85-28 dated December 23, 1985.
To meet the intent of NUREG-0396, Section 2.2, which states that the TSC must be within a two minute walking distance from the control room, we are planning to construct this facility as close to the east side of the Unit 2 turbine building as possible.
In doing so, we realize that the exterior isolation zone between the Unit 2 turbine building wall, (PA barrier), and the construction area is narrower than normal.
However, I feel that the intrusion detection system selected for this area along with the increased l
time to penetrate the turbine wall,.8 minute for metal sheeting versus.32 i
minutes for the normal #11 gauge chain link fencing, provides sufficient protection and does not degrade security's effectiveness.
As I communicated to you in my response to the McGuire Nuclear Station SALP Report, dated I
March 1, 1990, this facility will be completed by December, 1993.
Since this project is currently reaching the final design phase, your timely l
review of this revision will greatly assist us in meeting our schedule for l
construction of this facility.

k This revision also includes changes relating to the rating for scene light levels for closed circuit television cameras (CCTV).
Scene light levels were revised from.02 to.05.
I realize that this is a reduction in our f
current commitment.
However, I feel that our current commitment of a scene illumination level of.02 exceeds the operating conditions in which our i
cameras will normally operate and requires a CCTV capability that we will not utilize.
Protected Area (PA) lighting levels are maintained at.2 f t, candles at ground level and compensatory measures as outlined in section 8.3.1 of chapter 8 of the MNS physical security plan are established anytime that light levels f all below this standard.
Since our cameras will never operate, uncompensated, in low light level conditions and since we are still committing to a scene illumination level of.05, which is well within the limits for what is considered a low light level camera, I feel that this revision does not degrade the functional capabilities of the CCTV system.

Details of changes made in Revision 41 are outlined in the attached Synopsis of Changes page.
Revision 41 does not decrease the effectiveness of the Physical Security Plan.
