! am responding to your letter of February 26, leak testin1 perfomed by inform you of the ctatus of our review of the H.A.F.A. International, Inc., at the Davis Besse Nuclear i>ower Station. To review allegations concerning acoustic leak testing perfomed by H.A.F.A. at i

these nuclear power plants, the NRC staff conducted an inspection at Davis.

Besse, three other nuclear power plants, and at the H.A.F.A. facility. The NRC

{

staff had approved the H.A.F.A. leak testing method in a letter dated November j

7,1985, that accepted H.A.F. A. Topical Re> ort HAFA 136(P). The results of the inspections at the nuclear plants and at tge H.A.F.A. facility substantiated some of the allegations and led the staff to question the implementation of the H.A.F.A. leak testing procedure at the nuclear power plants and to question the validity of the test method itself. The NRC informed the Toledo Edison Company 1989 that the staff considered the testing per.

By letter formed by H.A.F.A. on behal dated December 8, 1989, the staff sent the findings of the inspections to the Toledo Edison Company. The Toledo Edison Company was cited for a violation from the results of the inspection. The Toledo Edisori Comp >ny has responded to our letter and inspection repo'rt. Their response it under reytow.

At the cone.lusion of the staff's September 1989 inspection at the H.A.F.A.

facility, the NRC staff informed H.A.F.A. of the concerns stated in the preceding paragraph. By letter dated December 21, 1989, H.A.F.A. was formally notified of the staff's concerns with their testing and was requested to respond in writing within 30 days.

H.A.F.A. requested to schedule a meeting witi the staff before they would submit a written response. The staff held the l

mceting with H.A.F.A. on February 1, 1990.

In this meeting H. A.F.A. comitted I

to respond to our letter of December 21, 1989, and to revise their topical l

report by March 19, 1990. The staff was informed by telecon on March 8, 1990, I

that H. A.F. A. would respond to our letter by March 19, 1990, but would not provide the revised topical report until March 26, 1990. Upon receipt of the l

revised topical report from H.A.F.A., the NRC will provide a timely review of i

l this report and of the H.A.F.A. response to our letter.

At the inecting on February 1,1990 the staff discovered that its copy of the H.A.F. A. topical report was the original copy of the report that was used to evaluate and subsequently approve the test method. After the staff approved the topical report, H.A.F.A. retyped and reissued the report to the staff.

Apparently, the staff had not received a copy of the retyped report. The changet in the revised report were (titorial with the exception of one change that increased the number of types of pressure testing that could be performed using the H. A.F. A. leak test inethod. Any differences between the reports were negligibleandhavenotdelayedthereviewofthisissue./
