Dear Mr. Warren:
By your Letter of March 9, 1990, you expressed the concerns of your client, the Sterling Forest Corporation, with respect to compliance by Cintichem, Inc. with the Order Modifying License (Effective Immediately) issued by the Deputy Executive Director of Nuclear Materials safety, Safeguards, and Operations support of the Nuclear Regulatory Commission (NRC) on February 13, 1990.
Although, you specifically stated that your letter did not constituto a request for a hearing on buhalf of your client, you did requust an opporturnity tn comment on any plans or reports submitted by Cintichem to the Nuclear Regulatory Commission in compliance with the Order.
I have referred your letter to the NRC Executive Director for Operations for sppropriate consideration.
However, scosequent to receipt of your letter, a petition to intervene and rtquest for a hearing was filed with the NRC by the Radioactive Waste Campaign e.nd the Orange Environment., Inc. Your ability to participate in this hearing will be limited by your non-party status.

I am enclosing for your information a copy of my referral of this request (attached thereto) to the chairman of.
