Docket Nos. 50 206, 50 361 and S0 362 Corporate Records Center Storage of Safeguards information San Onofre Nuclear Generating Station Units 1, 2 and 3 On February 12, 1990 Southern California Edison (SCE) made a 10 CFR 73.71 report to the NRC that the protective measures for long term storage of Safeguards Information did not comply with the provisions previously described and approved by the NRC. As discussed in Security Event Report (SER) Number 90 S02 00 (Docket No. 50 206), in 1988 SCE's Corporate Document Services moved the Corporate Records Center (CRC) facility from the NRC approved Rosemead CRC, to a new facility located in Irwindale, California.
As reported in the SER, SCE failed to obtain NRC approval of the Irwindale CRC facility prior to the move, and the Irwindale CRC facility protection was not consistent with the praviously approved Rosemead CRC.
Temporary compensatory measures were im)1emented at the Irwindale CRC as described in the SER. Upgrades to the gardware and access controls have been completed, and a description of the Iacility and access controls, including upgrades, is provided in the enclosure to this letter.
When the upgrades were corpleted, the temporary cor.pensatory measures were withdrawn.
This letter is to request ari NRC detomination of acceptability of the Irwindale CRC facility for the storaps cf S*.feguards Information. A description of the Irwindale Ckt and the positive centrols implemented for protection of Safeguards Information is provided as an enclosure to this letter.
It is our conclusion that the Irwindale CRC cnnstruction and controls meet the requirements of 10 CFR 73.21(d)(2) (protection of Safeguards Information in storage while unattended) by providing protection comparable to the guidelines in NUREG 0794: ' Protection of Unclassified Safeguards Information." Section 4.1 of NUREG 0794 allows for the use of repositories which in the judgement of the NRC provide protection comparable to the s
