r In accordance with 10CFR50.54(p), attached is the original plus th'ree copies (copy Nos. 1-4) of Revision 16 to the Arkansas Nuclear One Industrial Security Plan.

A brief_ description of the changes made'in this revision'.and the revised pages to the plan are attached.

It was determined by Arkansas:

Power & Light Company that these changes do not decrease the' safeguards effectiveness of the-plan and, therefore,imay be implemented without: prior NRC approval.

The changes referenced for Sections 1.1 and-1.2 of the-Arkansas Nuclear One Industrial Security Plan along-with the changes ~ diagrammed in figures 1;&-2 were implemented effective June 21, 1989.

The attachment contains Safeguards Information of the type specified in 10CFR73.21 and, therefore, should be withheld from public-disclosure.
