_This letter transmits the results of the routine inspection conducted ' by

Messrs. - W. Schmidt and R. Plasse of this office on' December 3,1989 through

January 24,1990, at the James A. FitzPatrick _ Nuclear Power Plant, Scriba, New

York.' Mr. Schmidt discussed the ' inspection findings with you and other members

of your staff at the conc W:, ion of the inspection.

,The inspection report identified an instance, where communication between the

technical- services and_ operations departments appeared insufficient.

This

.resultedLin inadequate surveillance-testing of the high pressure coolant injec-

. tion . system following a design basis change. Further the inspection identified

an instance where your maiatenance staff should have identified potentially

-

inoperable snubbers to the operations department in a more timely manner.

It

is important that such information get to the operations staff so that the

'

effects on the safe' operation of the plant can be assessed. Both cases demon-

strate the need for you to improve on-site communications.
