FINAL PILGRIM STATUS REPORT; FOR THE PERIOD FEBRUARY 6
- MARCH 6, 1990 Enclosed is the final Pilgrim status report from the NRC Resident Office at Pilgrim. The NRC Resident Staff is in piece and was on-site monitoring licensee-activities on an extended shift basis during the report period.
On February 12, 1990, Boston Edison Company was notified of NRC acceptance of BECo's completion and self-assessment of the Power Ascension Test Program and satisfaction of NRC Confirmatory Action Letter (CAL) 86-10 and its supplements.
As such, this is the final special status report to be issued for Pilgrim Station.
Information previously covered in the status reports will be documented in routine NRC inspection reports.
As stated in Section 5 of the enclosed Status Report, comments on the Restart Panel process and discontinuation of the Pilgrim status reports are requested to be directed to you.

K ENCLOSURE PILGRIM STATUS REPORT FOR THE PERIOD FEBRUARY 6 - MARCH 6, 1990 1.0 Plant Status As of 8:00 a.m. on March 6, 1990, the reactor was operating at full power with the turbine generator synchronized to the grid.
2.0 Facility Operations Summary During this report period, the plant was operated at full power with the b
exception of a power reduction to about 50% of rated power between February 9-11, 1990 to accomplish main condenser backwashing. The plant was returned to full power on February 11, 1990.
3.0 Items of Special Interest Enforcement Discretion On February 9, 1990, the licensee requested and was granted by the NRC Discretionary Enforcement related to the surveillance testing of two instrument line excess flow check valves.
The excess flow check valves serve to reduce flow into secondary containment if there is a line bre:k downstream of the valve; the instrument lines are approximately 1" diameter lines.
The licensee's Technical Specification requires that the operability of the reactor coolant system instrument line flow check valves be verified once per operating cycle. Due to the inability to obtain sufficient actuation flow because of instrument line configuration, these valves were not tested during the October 1989 outage. This inability to verify operability conflicted with the Technical Specification surveillance l
interval.
The Enforcement Discretion granted the licensee relief from i
the above Technical Specification requirement until the outage currently scheduled to begin on March 9, 1990.
The safety significance related to this Enforcement Discretion-is minor in that the combination of an upstream orifice and the excess flow check I
valve reduce the leakage to as low as practicable in the unlikely event of line failure. This event is analyzed in the licensee's Final Safety
~ Analysis Report.

Completion of Power Ascension Program On February 12, 1990, the NRC provided formal NRC acceptance of BEco's completion and self-assessment of the Power Ascension Program and satis-faction of NRC Confirmatory Action Letter 86-10 and its supplements. The Confirmatory Action Letter (CAL) was closed.
However, NRC attention to Pilgrim will remain above that typical uf a single unit site.
For example, a staff of three resident inspectors and enhanced technical and management attention will be devoted to the site until the NRC has determined that NRC oversight can be reduced to that normally devoted to a single unit site.
Plymouth Selectmen Meeting On February 27, 1990, NRC Region I Division of Reactor Projects management responsible for Pilgrim attended a Plymouth Selectmen meeting and presented town officials a review of NRC activities relative to the release of Pilgrim from CAL 86-10 and its supplements as well as the removal of Pilgrim from the NRC's list of facilities requiring closer agency wide monitoring.
Recent Region I personnel changes directly affecting Pilgrim inspection activities were also discussed.
4.0 Pilgrim Restart Staff Activities The Pilgrim Resident Staff was in extended shift coverage throughout this report period.
The Resident Staff continued to evaluate the performance of licensee personnel and the plant.
Pilgrim Resident Staff Composition During Period The Pilgrim Resident Staff on-site was comprised of the following personnel during the period.
J. Macdonald, Senior Resident Inspector C. Carpenter, Resident Inspector A. Corne, Resident Inspector At several times during the period, the Resident Staff was assisted by an NRC Senior Resident Inspector from another site and Regional inspectors.
5.0 Public Comments on the Discontinuation of This Report This will be the last NRC Status Report for the Pilgrim facility.
