This' refers.to the inspection conducted by Mr. C. Paulk and-an NRC _' consultant.

- during the period February 12-16.1990, of activities authorized by HRC

Operating License DPR-46 for Cooper Nuclear Station, and to the. discussion of

our findings with members of-your staff at the conclusion of the inspection.

Areas examined during the inspection included the implementation of the

commitments to.the provisions of Regulatory Guide 1.97, "Postaccident-

Monitoring Instrumentation." _Within these areas, the inspection consisted of

selective examination.of design documentation procedures and representative

records, . interviews'with personnel, and observations by the inspectors. The

inspection findings are documented in the enclosed inspection report.

We understand based on the telephone call conducted February 26, 1990, that

you plan to submit a supplemental response to the violation issued with

Inspection Report 50-298/89-19. This matter is discussed in paragraphs 2,'and

3-of the enclosed inspection report.

We have also examined actions you have taken with regard to previously:

-

identified-inspection findings. The status of these items is identified in.

paragraph 2 of the enclosed report.
