50 245 P. O. Box 270 50 423 Hartford, Connecticut 06101 License Nos. DPR 21 NPF-49 As a result of the inspection conducted at the Millstone Nuclear Generating and in accordance with the NRC Enforcement Station on February 12-16, 1990,he following violation was identified:
Policy (10 CFR 2, Appendix C), t and 3 requires that radiation Technical Specification 6.11 for units 1, 2,d to for all operations involving protection procedures be prepared and adhere personnel radiation exposure.

Contaminated Material Control and Personnel states in Section 6.1.2 that all )ersonnel exiting a Radiological Controi Area will either perform a fris( consisting of the monitoring of hands and soles of the shoes or pass through a whole body contamination monitor, specific requirements will be postco at the exit area.
L Contrary to the above, on February 12, 1990 at about 3:00 P.M., two individuals exited the radiolooical controlled area of the Millstone unit 3 radwr.s'.e truck bay without performing the required frisking. A posting at the exit required a wnple body frisk.
