Pegulatory Guide (R.G.) 1.97 and 10 CFR 50.49 require that neutron flux be monitored by Category 1: instrumentation. The staff has' allowed BWRs to operate with existing instrumentation until instrumentation was developed that-conforms to the requirements of 10 CFR 50.49 and the associated R.G. 1.97.
The instrumentation is now available.
TheBoiling)WaterReactorOwner'sGroup(BWROG)submittedaLicensingTopical-Report (LTR titled " Position on NRC Regulatory Guide 1.97, Revision 3, Require-ments for Post-Accident Neutron Monitoring System," dated April 1,1988. The-enclosed letter and SER find the BWROG position unacceptable.
Therefore, all licensees must make arrangements to install neutron flux monitoring instrumentation that conforms to the requirements of 10 CFR 50.49 and R.G.
1.97.
Please advise us of your plans in this respect and the associated schedules within 45 days of your receipt of this : letter.
