FIRE BARRIERS BREACHED MORE THAN 7 DAYS
Dear Mr. Martin:
Twenty-nine fire barrier penetrations were breached during February and not restored to operable status within the 7 days required by the Rancho Seco Technical Specifications.
The Sacramento Municipal Utility District hereby submits Special Report 90-05 in accordance with Technical Specification 3.14.6.2.
Nineteen fire barrier penetrations have been returned to operable status.
Compensatory measures will remain in place for the remaining fire barrier penetrations until they are returned to operable status as required by l
Technical Specification 3.14.6.2.

Fire Barriers Breached More Than 7 Days i
Date of Occurrence See Tables 1 and 2.
Plant Condittons at Time of Occurrence The plant is in a defueled condition.
Identification of Occurrence The fire barrier penetrations in the Auxiliary Building listed in Tables 1 and 2 were not restored to operable status within the 7 days required by Rancho Seco Technical Specification 3.14.6.2.
i Description of Occurrence The penetrations listed in Table 1 failed. surveillance test SP.0714. Refueling Interval Fire Barrier Penetrations (Auxiliary Building and Turbine Building, Turbine Deck Level) due to seal degradation.
The penetrations listed in Table 2 failed surveillance test SP.0712, Refueling Interval Fire Barrier Penetrations (Auxiliary Building, Ground Floor Level and Turbine Building-O'-0" Elev) due to seal degradation.
Corrective Action Taken i
Operability of fire detectors was verified on at least one side of the breached barriers and hourly fire watches established in accordance with Technical Specification 3.14.6.2.
Nineteen penetrations have been returned to operable status as noted in Tables 1 and 2.
Hourly fire watches will continue as required until the remaining penetrations are returned to operable status.
