Dear Mr. Schnell:
SUBJECT:
CONTAINMENT LINER LEAK CHASE CHANtlEL VENTING CALLAWAY PLANT UNIT NO. 1 (TAC NO. 72750)
~ "
On February 23, 1990, you submitted a request to qualify the containment liner leak chase channels as an integral part of the containment liner plate.
In addition, you-submitted additional supporting'information relating
- to the above request via letters dated July 10, 1987, March 20, 1989, Oc+ober 4, 1989 and September 29, 1989. The staff has reviewed your request and all related r M ttals, p
Based on our review of the information submitted, the staff has concluded that-the containment liner leak chase channels, as built per 1974 code of ASME meet the intent of ASME Boiler and Pressure Vessel Code, Section.III, Division 1, subsections NE 2000, 3000 and 4000 for clt 1 MC components (1983). The channel welds at the redefined pressure boundary are qualitatively equivalent to those for the primary containment liner and.the channels are capable to withstand the loading conditions of a postulated design basis accident as well as during normal operation and maintain their structural E
integrity at all times. Therefore, the staff concurs that it is not necessary for Callaway Nuclear Plant to-vent the liner weld leak chase channels to containment during a containment integrated leakage rate test, provided 7
visual inspections required by 10 CFR Part 50, Appendix J, Section V, are performed for readily accessible areas prior to each subsequent Type A test.
1 A copy our safety evaluation is enciesed.
Sincerely, S. V. Athava
