NOTICE OF VIOLATION Houston Lighting & Power Company Dockets:

50-498 South Texas Project (STP), Units 1 and 2 50-499 Operating Licenses:

NPF-76 NPF-80 During an NRC inspection conducted on February 22, 1990, a violation of NRC requirements was identified. The violation involved the failure to adequately implement a Technical Specification (TS) surveillance requirement.

In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1989) (Enforcement Policy),

the violation is listed below:

Failure to Adequately Implement a TS Surveillance Requirement TS 6.8.1 requires written procedures to be established, implemented, and maintained covering certain activities, including the applicable procedures recommended in Appendf x A of Regulatory Guide 1.33, " Quality Assurance Program Requirements (Operations)," Revision 2.

Section 8.b of Appendix A states, in part, that implementing procedures are required for each surveillance test, inspection, or calibration listed in the TS.

TS 3.7.3 requires that at least three component cooling water loops be demonstrated operable.

TS Surveillance 4.7.3.a requires that at least once per 31 days, that each valve outside containment (manual, power-operated, or automatic) servicing safety-related equipment that is not locked, sealed, or otherwise secured in position, be verified that it is in its correct position.

Contrary to the above, as of February 22, 1990, procedures did not exist that fully implemented the requirements of TS Surveillance 4.7.3.a.

Operating Procedures 2 PSP 03-CC-0011. " Component Cooling Water (CCW) Valve Checklist," Revision 1, and IPSP03-CC-0011 "CCW Valve Checklist,"

Revision 3, were used by the licensee to incorporate the requirements of TS Surveillance Section 4.7.3.a.

However, these procedures did not include all valves within the CCW system that service safety-related (but nonengineered safety feature) loads as required by of the TS.

This is a Severity Level IV violation.

Pursuant to the provisions of 10 CFR 2.201, Houston Lighting & Power Company is hereby required to submit to this office within 30 days of the date of the letter transmitting this Notice, a written statement or explanation in reply, including for each violation:

(1) the reason for the violation if admitted, (2) the corrective steps which have been taken and the results achieved, (3) the corrective steps which will be taken to avoid further violations, and 900323o224 900316 "h
