EXAMINATIONREPORT,COOPERNUCLEARSTATION(CNS)
During the week of February 19, 1990, NRC administered senior reactor operator licensing examinations to four employees of your company who were already licensed as Reactor Operators to operate the CNS facility. Prior to the site visit, CNS personnel travelled to the Region IV office and reviewed the proposed written examination. Subsequently, the facility reviewers and the NRC Chief Examiner agreed on written examination content. At the conclusion of the-
'l written examination administration, a copy of the examination key was provided-to the facility for further review and comment prior to written examination d
grading.
Two of the four applicants have been denied a senior reactor operator license because of'their failure of these examinations.
In our view, these recent exam results reflect a continuing downward trend in CNS operator performance that extends back to the marginal performance of CNS operators during the i
requalification examinations administered by the NRC in September 1989.
Analysis of the most recent written examination grading results reveals that,

in general, the candidates demonstrated difficulty answering questions requiring more. than recall or a simple comprehension level of knowledge. Our concerns in this area were addressed with you and members of your staff during a meeting conducted in the Region IV office on February 28. 1990.
In that meeting, you briefed us on measures that you are taking to improve your operator training and requalification activities. We shall monitor your progress during future inspections and examinations.
