NOTICE OF ISSUANCE OF AMENDMENTS TO FACILITY OPERATING LICENSES The U.S. Nuclear Regulatory Commission (Comission) has issued Amendment No.

32 to Facility Operating License No. NPF-35, and Amendment No.23 to Facility Operating License NPF-52, issued to Duke Power Company, et al.,

(the licensee), which revised the Technical Specifications for operation of the Catawba Nuclear Station, Units 1 and 2, (the facility) located in York County, South Carolina. The amendments were effective as of the date of issuance.

The amendments modified the Technical Specifications to permit operation up to full power with the Upper Head Injection Accumulator System removed.

The application for the amendments complies with the standards and require-ments of the Atomic Energy Act of 1954, as amended (the Act), and the Comission's rules and regulations.

The Comission has made appropriate findings as required by the Act and the Comission's rules and regulations in 10 CFF Chapter I, which are set forth in the license amendments, l

Notice of Consideration of Issuance of Amendments and Opportunity for Prior Hearing in connection with this action was published in the FEDERAL REGISTER'on August 27, 1987 (52 FR 32365). No request for a hearing or petition for leave to intervene was filed following this notice.

The Comission has prepared an Environmental Assessment related to the actiori and has concluded that an environmental impact statement is not warranted because there will be no environmental impact attributable to the action beyond that which was been predicted and described in the Comission's Final Environ-mental Statement for the facility dated January 1983.

For further details with respect to the action see (1) the application for amendments dated June 1?,1987, and supplemented June 23 and August 12,1087, (2) Amendment No.

32 to License No. NPF-35, (3) Amendment No.

23 to License Wo. NPF-52, and (4) the Commission's related Safety Evaluation and Environmental Assessment. All of these items are available for public inspection at the Comission's Public Document Room,1717 H Street, N.W., and at the York County Library,138 East Black Street, Rock Hill, South Camlina 29730.
