Dear Mr. Gates:
SUBJECT:
INTERIM APPROVAL 0F 1HSERVICE TESTING PROGRAM FOR PUMPS AND VALVES - FORT CALHOUN STATION, UNIT 1 (TAC N0. 75282) 1 The NRC staff and its consultant, EG&G Idaho, have evaluated Revision 4 of the Fort Calhcun Station pump and valve inservice testing (IST) program. The safetyevaluation(SE)datedDecember 22, 1988, identified 33 IST program anomalies, which you are required to address. The SE stated that the required program changes should be made within 90 days of your receipt of the SE.
-l In your letter dated March 24, 1989, you conraitted to resolve the anomalies identified in the SE as part of your broader ongoing surveillance test upgrade effort. The latest procedures implementation dates for the resolution of the anomalies are identified in your letter dated October 2,1989. These implementa-tion dates which vary from February 15 to October 1,1990, are later than those committed to previously in letters dated July 3 and March 24, 1989.
The delay in resolving the IST program anomalies, which is part of the overall surveillence test upgrade effort, is due to higher priority being placed in revising the safety-related p(1) the adequacy of your proposed program changes rocedures that are required prior to the 1990 refueling outage. Based on delineated in letters dated March 24, July 3 and October 2,1989, and (2) your resource limitations and need to complete work of more compelling safety significance, we believe that an interim period of delay is appropriate until October 1, 1990. Since this interim approval-does not represent the results of the final program review, future supplements to the SE could contain relief request denials.
Sincerely,
/s/
