During an NRC investigation completed in June 1989 a violation of NRC requirements was identified.

In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions,".10 CFR Part 2, Appendix C (1989)'(EnforcementPolicy),-theviolationislistedbelow:

Section 2.D of the River Bend Station (RBS) Operating License NPF-47, requires that the licensee maintain.in effect and fully implement all

. provisions of the Commission approved Physical Security Plan.. including amendments and changes made pursuant to the authority of

-10CFR50.54(p).

l-Section 5.1 of the RBS Physical Security Plan requires that an individual not be granted unescorted access to RBS until the satisfactory 2

completion of a screening program consisting of a background investigation,: a psychological evaluation, and a fitness for duty determination.

Contrary to the above, as identified and reported by. the licensee, two contract employees of Welding Services, Inc., were granted unescorted access to RBS based on an incomplete background investigation and without a psychological evaluation having been done.

This is-'a Severity Level IV violation.

Pursuant to the provisions of 10 CFR 2.201, Gulf States Utilities is hereby required to. submit to this office, within 30 days of the date of the letter transmitting this Notice, a written statement or explanation in reply,

. including for each violation:L (1) the reason for-the violation if admitted,,

the corrective steps which have been taken and the results achieved,

.the corrective steps which will be taken~to avoid further violations, and the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.

SYNOPSIS Gulf States Utilities (GSU), River Bend Station (RBS), St. Francisville, Louisiana, notified the Nuclear Regulatory Comission (NRC) Region IV of-j its finding that Welding Services Inc.-(WSI), provided RBS security with falsified background screening certifications for two WSI employees who were providing contract services.at RBS. RBS security advised that the two-contract employees had been certified for unescorted access during a part of

their employment at RBS. RBS security officials infomed NRC Region IV that

an employee of.WSI admitted submitting falsified background screening certifications after being coerced to do it. The NRC Office of Investigation's review of records and interviews disclosed no evidence of coercion and concluded that WSI's president and WSI's Quality Assurance (QA) manager carelessly disregarded the requirements and the procedures to properly screen employees for employment at RBS, St. Francisville, Louisiana.
