Enclosed is-the synopsis from Report of Investigation 4-88-027 prepared by NRC'.s'0ffice of Investigations:(01). This investigation dealt with an. audit h

performed by Gulf States Utilities (GSU) of the process followed by one of its.

L contractors, Welding Services, Inc. (WSI), in certifying-employees-for unescorted. access at GSU's River Bend: Station.

.This report indicates that a violation of GSU's physical security plan.

occurred in'that two individuals were certified by WSI as having been l

screened for~ unescorted: access when.not all of the' screening requirements had L

been met. This violation, which is described in the enclosed Notice of Violation','was discovered by GSU. While the NRC's Enforcement Policy permits

?

waiving citations for licensee-identified violations which meet certain

-criteria,;this: violation is being cited because of the~ element of careless,

disregard for these requirements that was exhibited by WSI.

.GSU.is required'to respond to the enclosed Notice and.should follow the

~

instructions.in the Notice for doing so.

In-its response, GSU should document-

.the specific: actions taken and any additional actions GSU plans to prevent recurrence. NRC requests that GSU address in its response to this violation any. corrective actions that were taken to minimize the potential fortsuch

-noncompliance on the'part ofJGSU contractors. After reviewing the response to l.

l this Notice, including'the corrective actions taken,.and the results of future-inspections, NRC will; determine whether further NRC enforcement action is necessary to ~ ensure compliance with NRC requirements.

In accordance with Section 2.790.of the NRC's " Rules of-Practice," Part 2, Title 10, Code of. Federal Regulations, a copy of this letter and its enclosure-will,be placed in the'NRC's Public Document Room.
