PERFORMANCE (SALP)

Gentlemen:

r By L1etter' dated February 5,1990, the Nuclear Regulatory Commission (NRC)

' transmitted its Systematic Assessment of Licensee Performance (SALP) Report for Comanche Peak Steam Electric ' Station (CPSES) to TU Electric.

This report documented the staff's assessment of the performance of TV Electric with 7

regard-to CPSES during the period September 1, 1988 through August 31, 1989.

The staff concluded that TV Electric's performance in.all areas during the

~

assessment period was generally characterized by strong programs, active management involvement, and a dedication to the completion of construction and' rework activities, and preparation for plant operations in accordance with the

-regulatory requirements.

The staff noted that TU Electric's performance continued'to be affected by weaknesses in the implementation of programs; however,-'the. staff also noted that a solid foundation appears to exist for 1

safe plant operation. With regard to each area reviewed, the staff concluded.

that management attention to and involvement in nuclear safety and safeguards activities resulted in a level of performance above that needed to meet regulatory requirements.

,In reaching its conclusions, the staff cautioned TV Electric that management

attention is _necessary to address weaknesses involving the identification and resolution of technical issues.

TU Electric has carefully reviewed and evaluated the information contained in the SALP Report and, as stated at the. meeting of February 26, 1990, agrees

'with the overall conclusions and recommendations contained therein, j

Many of these improvements are described in TV Electric letter'TXX 90060, dated February 2, 1990, which addresses comments made by Dr. Thomas Hurley, Director, Office of Nuclear Reactor Regulation, on l

January 29, 1990.

In addition, other actions taken to enhance TV Electric's ability to identify and resolve technical issues include staff augmentation with experienced nuclear personne1'and reorganization of the-Engineering function to provide more direct and immediate support of operational activities.

To assure that the correct quality perspective is maintained during transition to operation of.CPSES, TV Electric management periodically reinforces both;the need to proceed' cautiously and the principle that quality i

always takes precedence over schedule.

TU Electric has _ initiated actions to effect improvements in other areas recommended by the NRC in the SALP report.

In addition TU Electric has initiated actions to affect improvements that address issues identified by.

programs initiated by TV Electric such as the Operational Quality Assessment Team.

Finally, TV Electric is continuing to evaluate the effectiveness of its programs through such efforts as the power Ascension Self Assessment Program.

In conclusion. TV Electric concurs with the NRC's assessment of the level of performance at CPSES for the period reviewed in the SALP report.

Since that time we have made substantial progress in addressing the conclusions and recommendations of. the NRC and in implementing additional enhancements. While we recognize that additional work remains to be done, we believe that we have

.i established the solid foundation necessary for the achievement of safe and reliable plant operation.
