inspection. :One area of weakness discussed it the encloscd retort involved an

level management review.
The NRC concern is t1at decisior.s to defer or

discontinue testing or surveillances need to be adquately reviewed to assure
that'all regulatory requirements continue to be met while in the defueled
condition.

Additionally, an event occurred shortly after the close of the inspection
Jperiod'which* involved the inadvertent transfer of 20,000 gallons of water from
the spent, fuel pool to the borated water storage tank.
This event was
i
significant in that the inadvertent transfer occurred over a two-hour period,
during'which the control room operator was not aware of the drop in spent fuel
pool level, and level alarms did not actuate to alert the operators.
This

event'will be reviewed in detail in the next resident inspector inspection
report.1
