Subject:
Oconee Nuclear Station Independent Spent Fuel Storage Installation (ISFSI)
Docket Nos. 72-04, 50-269, -270, -287 Safety Analysis Report (SAR) Update Pursuant to 10CFR72.70 and 72.04 the ISFSI Safety Analysis Report shall i
be updated and subniitted to the Commission at least once every six months after.the issuance of the license during final design and construction and 90 days prior to the planned receipt of the spent fuel.
My letter of October 16, 1989 submitted a complete and revised update of i
the Oconee ISFSI SAR 90 days prior to the then scheduled operation of the l
ISFSI by January 16, 1990. The only major change to the ISFSI SAR since our October 1989 update include techn1 cal information concerning an niternative solid neutron shield design for the ISFSI transfer cask.
Technical information concerning this design alternative was submitted to NRC on March 9, 1989 under provisions of amendments to Part 72.
Subsequently, this design alternative was reviewed and accepted by the NRC 3.
staff as indicated in their SER dated February 1,:1990. No other changes
-l to SAR are anticipated prior to the operation of the Oconee ISFSI.
i The purpose of this letter is to inform the NRC that the initial spent fuel loading schedule has been delayed until June 11,-1990 due to circumstances involving delays in manufacturing and delivery of the ISFSI components.
Also,'we are not planning to submit an updated SAR prior to June 11, 1990 which is considered as the schedule for receipt of the spent fuel. The last SAR update submitted on October 16, 1989 and our submittal of a solid neutron shield design which has already been reviewed end accepted by the NRC constitute the final SAR for the Oconee ISFSI. Our
- next ISFSI SAR update, currently scheduled for submittal in October of 1990, will incorporate the information concerning the. solid neutron shield design and any other future changes pursuant to 10CFR72.70, i
Very truly yours, l
