t REVIEW 0F CEI RESPONSE TO NRC QUESTIONS ON PIRRY ODCM, REY. 3 In response to a request by the NRC Staff The Cleveland Electric illuminating Company (CEI) addressed items identified as

  • Major Discrepancies

(#2)* and ' Additional Discrepancies (#9)" concerning the Offsite Dose Calculation Manual (ODCM), Rev. 3. for Perry Nuclear Power Plant (PNPP).

the dilution factors (M in-Table 2.3 10 of PNPP ODCM Revision 3.

The response by CEI referen )d the-following as sources of the dilution factors te and data used to calculate dilution factors in Table 2.310 of the 00CM.:

These dilution factors were used in calculations of individual maximum and i

for population doces via the potable water and fish pathways.

The CEI response stated that a review will be conducted to verify the accuracy of the method used to determine the dilution factors for the potable water ingestion pathway, and that any changes will be reported in the next Semiannual

,s Radioactive Release Report.

In response to the recommendation that the dilution flow rate be given, the licensee states that 'the flow rate term, F, depends on the flow rate determined for each release and cannot be pre-specified." However, information concerning the possible range of the dilution flow is'given in Section 11.2.3.'2 of the PNPP FSAR, Am. 14(8-22-84). Comparable information should be included in the ODCM.

It was calculated from the Semiannual Radioactive Effluent Reports for 1987

.and 1988 that total dilution water volumes reported for 1987 and 1988 multiplied by:the dilution factor from Table 2.3-10[10.9) give average dilution flows of 1/2 to 3/4 of the 1000 cfs limit specified by Section 4.3 of NUREG-0133. The maximum possible dilution flows given in Section 11.2.3.2 of. the PNPP FSAR would give-more than the 1000 cfs limit, however, the dilution factors are substantiated by the references.

The information furnished in the response with respect to dilution factors (M ) addresses references that are generally considered acceptable for o

t-defining the dilution factor and are considered adequate for an ODCM review.

To fully evaluate the acceptability of the methodology would require an indepth review of the referenced documents. Therefore, in summary, the i

es methodology is considered to be complete, referenced, and generally more extensive than is usually included in an DDCM. However, it is recommended that the references cited in the response be added to the ODCM in a future revision.
