Areas examined during the' inspection included programs for containment local

,

leak rate testing, surveillance testing, calibration control, and modification

. ithin these areas, the inspection consisted of selective examination--

testing.

of procedures and representative records, interviews with personnel, and-

observations by the inspectors. The inspection findings are dticumented in the

enclosed inspection report.

Within the scope of the inspection, no violationt

- deviations were

identified. However, Region IV management has had an ongoing concern with the

. lack 'of required training documentation for formal: training given to some of-

your site personnel. Section 2 of this report discusses the lack of training

-

documentation for individuals involved with containment local leak rate -

testing.' Thist deficiency is another example of failure to docunent training,

which has been the subject of several previous violations. Our concerns in

this matter were discussed with senior Nebraska'Public Power District managers

during a meeting conducted in Region IV on February 28, 1990.
