This refers'to the inspection conducted by Messrs. L. E. E11ershaw, L. D.' Lilbert,
and J. R. Boardman of this office during the period January 8-12, 1990, of

activities authorized by NRC Operating Licenses HPF-76 and NPF-80 for South

Texas Project, Units 1 and 2, and to the discussion of cur findings with you
'
and other members of your staff at the conclusion of the inspection.
Areas examined during the inspection included 10 CFR Part 21, quality assurance
,
annual program review, procurement program, and commercial grade procurement
'

and dedication activities. Within these areas, the inspection consisted of.

selective examination of procedures and_ representative records, interviews with
'
personnel, and observations by the inspectors. The inspection findings are.

documented in the enclosed inspection report.

During this inspection, it.was found that certain of your activities were in
.

violation of HRC requirements. Consequently, you are required to respond to
Lthe violations, in writing, in accordance with the provisions of Section 2.201
of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal
,
Regulations.-.-Your response should be based on the specifics contained in the
Notice of Violation enclosed with this letter.

Also during thisLinspection, it was found that you were not in full compliance
,
with the posting requirements of 10 CFR Part 21 and that you did nut reference
or incorporate the applicable procurement specification for sealed bearings-
m
into a purchase. requisition. - However, .in accordance with Section V.A. of the
NRC's Enforcement Policy,-no' citation is,being issued for these two violations
'
. described in paragraphs 5 and 7 of the enclosed inspection report.
The response directed by this letter and the accompanying Notice is not subject

to the: clearance procedures of the Office of Hanagement and Budget as required

by the Paperwork Reduction Act of 1980, PL 96-611.
