Dear Mr. Larson:
Your letter of January 30,1990,' to Charles E. Rossi clarified your January 29,
~1988, res)onse to NRC Bulletin 87-02, " Fastener Testing to Determine Confor-mance Witi Applicable Material Specifications." This clarification indicated that Phoell Manufacturing Company may not, in fact,- have been the supplier of the non-safety-relcted fastener which you had previously reported as not meeting'the specified carbon content for the applicable material specification.
.In addition, your letter proposed the issuance of a supplement to NRC Informa-I tion Notice 89-59, " Suppliers of Potentially Misrepresented Fasteners."
We have reviewed the information presented and agree that a supplement to the information notice is warranted. A copy of this supplement is attached for your information.

This information notice supplement is intended to inform addressees that the NRC;has been notified by its original source, the Northern States Power Company (NSP), that.it cannot be determined-that Phoell Manufacturing did, in fact, supply. suspect fasteners.-
It is expected that recipients will review the information for applicability to their facilities and consider actions, as o
aapropriate, to avoid similar problems. However, suggestions contained in

specific-action or written-response is required.

. nuclear industry that may have been siisrepresented, that is, marked as having-r a material content and composition different from the actual content..The names and addresses were taken from the data that the licensees provided in response to NRC Bulletin 87-02,." Phoell Manufacturing was named in IN 89-59 as a result of test data that NSP
- supplied in-response to NRC Bulletin 87-02. However.in a letter to the NRC dated January 30,'1990 NSP indicated that it is possible that Phoell Manu-facturing did not supply the non-safety-related fastener, which showed a 4
-lower-than-specified carbon content. NSP stated that their maintenance roup consistently bought bolts of that size from Phoell Manufacturing. -However,.
because it was a non-safety-related bolt, the bolt in question could have been lef t over from construction projects that had received materials from other. suppliers.

Over the mest several yests, various industries, associations, and Federal j
agencies have identified misrepresented fasteners anong fasteners they have j
procured.
Because of the potential safety significance of using misrepre-a sented fasteners, the NRC, in cooperation with other Federal agencies, has been actively trying to identify sus >ected suppliers or manufacturers of mis-represented fasteners.
Because of tae potential adverse effect of releasing incorrect information about suppliers or manufacturers of components, it is imperative that the inforwation be correct.
In instances such as this, the NRC relies on the licensees to provide correct information.
This information notice requires no specific action or written response.
