NOTICE OF DEVIATION Southern California Edison Company Docket Nos. 50-206, 50-361, 50-362 1rvine Operations Center License Nos. DPR-13, NPF-10, NPF-15 23 Parker Irvine, California 92718 As a result of the inspection conducted during the period of January 2 through 19, 1990, a deviation from your commitments to the NRC was identified.
In accordance with the General Statement of Policy (and Procedure for NRC1989),the; Enforcement Actions, 10 CFR Part 2. Appendix C was identified:
As documented in NRC Inspection Report 50-361/89-21, dated August 15, 1989, SCE stated that a final licensee position document would be issued by November 15, 1989, confiming that in-service testing operability limits for safety i
related pumps were bounded by the latest safety analysis.
Contrary to the above, as of 1/19/90, a final position document had not been issued.
This is a deviation, applicable to Units 1, 2, and 3.
Please provide to the U. S. Nuclear Regulatory Comission. ATTN: Document Control Desk, Washington DC, Washington DC, 20555, with a copy to the Regional Administrator, and a copy to the NRC Resident Inspector, in writing within 30 l
days of the date of this Notice, the reason for the deviation, the corrective steps which have been taken and tlw results achieved, the corrective steps which will_be taken to avoid further Devietions, and the date when your corrective actions will be con.pleted.
