. enforcement-discretion for Hatch Unit 1.
Our action was based on your verbal
' request of February 21. 1990, as documented-in your letter issued on.
February-22, 1990.
Technical Specification Table 3.2-1 requires isolation of the Shutdown Cooling-mode-of the Residual Heat Removal System when there are not-two operable channels per' trip system of narrow range reactor water-level instrumentation.
Technica1L Specification 3.5.B.1.b requires that the Shutdown Cooling mode of:
Lthe-Residual Heat-Removal System be operable when irradiated fuel is in the reactor vessel.
On February 21. 1990 reactor level instrument ID21-N080A was; determined to be-inoperable, when it failed ' its '18 month surveillance calibration.
The discretion provided Georgia Power the allowance not to trip the "A" Channel' of-the isolation circuitry.for Shutdown Cooling.
Tripping of this circuitry:
would-have caused the inboard suction valve to Shutdown Cooling to close and.
thus, isolated. the suction flow path.
This discretion was for the time it would take to replace reactor level instrument 1821-N080A. expected to -be completed. by> noon on' February 22,1990..and was based on the technical justification provided in your request letter of February.22. 1990.
