This refers to the inspection conducted by Dr. J. B. Nicholas and

Mr. L. Wilborn of this office during the period January 15-19, 1990, of

activities authorized by NRC Operating Licenses NPF-76 and NPF-80 for Units 1

and 2 of the South Texas Project, and to the discussion of our findings with

Mr. M. A. McBurnett and other members of your staff at the conclusion of the

-inspection on January.19, 1990.

Areas examined during the . inspection included the water chemistry and

radiochemistry programs, water chemistry and radiochemistry confirmatory

measurements, and certain aspects of the radioactive materials transportation

program. Within these areas, the inspection consisted of selective examination

of procedures and representative records, interviews with personnel, and

observations by the inspectors.

The inspection findings are documented in the

enclosed inspection report.

Within the scope of the inspection, no violat'ons or deviations were

identified.

The inspectors noted that the water chemistry and radiochemistry

programs ano the radioactive materials transportation program were being

implemented in an effective manner and in accordance with NRC requirements.

The inspectors also noted that the licensee's performance on the water

chemistry and radiochemistry confirmatory measurements was in very good

agreement and an improvement over the previous confirmatory measurements

results. The licensee performed extensive research in resolving the boron

analysis problem experienced during the inspection.

This demonstrated the

Chemical Operations and Analysis Division's ability and dedication to

=

excellence in the area of chemistry control.

The licensee had performed

comprehensive quality assurance audits and surveillances in the

chemistry / radiochemistry and radwaste management and transportation areas.

We have also examined actions you had taken with regard to a.previously

identified inspection finding. The status of this item is summarized in

paragraph 2 of the enclosed report,
