, -SALP Report (Enclosure 1) for-the period May 1, 1988 through August 31, 1989.. . The.SALP Board' Report was initially forwarded to you by our December '1,1989~ , . letter (Enclosure 2):and was discussed with you and your staff at a management meeting on December 21, 1989, at your Visitor Center in Limerick, Pennsylvania (see Enclosure 3 for rrceting attendees). We-have reviewed your January-10,1990 written comments (Enclosure 4) and . noted that you concurred with our overall assessment. Based on this review and the discussions at the SALP management _ meeting, we have concluded that no substantive changes to' the original SALP Board Report were necessary. One . ' editorial change was made. Our assessment concluded that overall site performance remained. strong during . this SALP period. Effective site management and a resultant team effort on the part'of station personnel allowed Unit 1.to continue its excellent operational record while completing construction and initial startup of Uriit 2 , in-an equally high quality manner. .As discussed.during the December 21, 1989 meeting and in your written comments, we acknowledge that corrective actions are underway to strengthen performance .in the areas of Emergency Preparedness and Engineering / Technical Support. It .. appears that you are applying appropriate management attention towards correcting . the weaknesses in .these areas identified in the SALP Report. No reply.to this letter is required. Your actions in response to the NRC Systematic Assessment of Licensee Performance will be reviewed during future inspections of your facility.
