Appendix A Notice of Violation Northeast Nuclear Energy Company Docket No. 50-245 M'.11 stone Unit 1 License No. DPR-21 As a result of the inspection conducted on December 4-8, 1989, and in accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions,"

10 CFR-Part 2, Appendix C, the following violation was identified:

10 CFR 50 Criterion XIII requires that measures be established to control the storage and preservation of material and eqaipment in accordance with appropriate instructions to prevent damage or deterioration. The Final Safety Analysis Report (FSAR) Section 17.1 and Northeast Utilities Topical Report, commit to the use of Regulatory Guide 1.38-1977, " Quality Assurance Requirements for... Storage and Handling of '.tems For...

Nuclear Power Plants," and ANSI N45.2.2-1972, " Packaging... Storage and Handling of Items For Nuclear Power Plants."

ANSI N45.2.2, Paragraphs 3 and 6.4 state, in part that items shall be stored to preclude physical damage and that items shall have all covers, caps, and plugs and other closures intact.

In addition, requirements for storage shall be documented and written procedures established.

Contrary to the above, as of December 8,1989, equipment designated for safety related uses including electronic instruments and piping did not have appropriate caps or covers installed to prevent damage or deteriora-l tion.

Dust and dirt were observed on internal components.

In addition, procedure NED 6.05, " Processing and Control of... Material, Equipment l

[and]' Parts..." did not require appropriate storage of components nor L

did it specify criteria for stacking of' items to ensure items would not be damaged during storage.

This is Severity Level IV violation (Supplement 1) l Pursuant to the provisions of 10 CFR 2.201, Northeast Nuclear Energy Company l

required to submit to this office within 30 days of the date of the letter which transmitted this Notice, a written statement or explanation in reply, including: (1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the late when full compliance will be achieved. Where good cause is shown, consideration will be given to extending this response time.
