Purpose
The purpose of this in-office inspection was to examine the circumstances
surrounding the shipment of an underwater shearer / compactor by the licensee
to the Duane Arnold Energy Center, Palo Iowa.
Upon receipt of the
shipment,surveysoftheradiationlevelsonthepackagesurfaceindicated
levels as high as 300 millirem per hour.

Chronology of Events
On January 17, 1990, the licensee shipped by open transport vehicle (tetruck)
a package containing an underwater shearer / compactor owned by the 4Was
Chem Corporation, to the Duane Arnold Energy Center, Palo, Iowa.
At the
time of shipment, the highest package surface radiation level was
i
determined to be 90 millirem per hour near one corner of the package.
Additionally, the- highest contact radlation level on the shearer / compactor
was at a weld seam in the sump area of the equipment.
Upon receipt at
Duane Arnold on January 19, 1990, another survey was performed, and the
maximum package surface radiation level was determined to be 300 millirem
per hour.
Investigations conducted by staff at Duane Arnold at the request of the
licensee indicated th:it the highest package surface radiation level was in
the center of the package, and the highest radiation level on the
shearer / compactor was found in the chute area above the sump. Due to the
utilization of this equipment in the licensee's s 3ent fuel pool for cutting
irradiated hardware, the licensee believed that tie cause of this highest
-
radiation level location change was the result of a hot " chip" moving
during transit inside the shearer / compactor.

NRC regulations contained in 10 CFR 71.5 requires that licensees shipping
radioactive materials comply with the applicable regulations of the U. S.
Department of Transportation set forth in 49 CFR.
49 CFR 173.441 requires
that the maximum package surface radiation level not exceed 200 millirem
per hour.
10 CFR 71.47 has the same requirement.
Contrary to these
requirements, the maximum package surface radiation level measured upon
receipt was 300 millirem per hour. This is an apparent violation

4.
Exit Interview
The inspector ttlked with Mr. C. Palmer by telephone at the conclusion of
the inspection on January 29, 1990. The inspector summarized the scope of
the inspection and inspection findings.
