This refers to the routine safety inspection conducted by Messrs. J. F. Smith

and M. P. Huber of this office on January 8-12, 1990, of activities at the

Davis-Besse Nuclear Power Station authorized by NRC Operating License No. NPF-3

and to the discussion of our findings with Mr. L. Storz and others of-your

staff at the conclusion of the inspection.

The enclosed copy of_our_ inspection report-identifies areas examined during

-the inspection. The inspection covered the implementation of the Inservice

Testing (IST). Program and areas pertinent to motor operated valves. air operated'

valves and check: valves. Within these areas, the inspection consisted of a-
