COMPLETION OF THE NRC staff'S REVIEW 0F NEBRASKA PUBLIC POWER DISTRICT'S RESPONSES TO BULLETIN 84 02 The NRC staff has corpleted their review of the Nebraska Public Power District's (NPPD) responses to Eu11etin 84 02 dated July 16, 1984, October 9, 1984, and June 29, 1988.

In your responses you have confirmed that you have replaced all 120 VAC safety.related HfA relays and that you planned to replace all norra11y energized DC safety.relatted HrA relays during the 1989 refueling outage. You also stated that you have determined that the rtmaining normally de-enerigired DC safety.related relays will perform acceptably for at least five years from the 1988 confirmatory tests carried out by General Electric.

Based on those tests NPPD indicated that the remaining nornally de.cnergized DC safety.related relays would be replaced within five years.

I have confirmed through discussions with members of your staff that NPPD did completc the removal of the normally energized DC relays during the 1989 outage.

We conclude that your response to Bulletin 84 02, including your schedule for the replacement of the remaining normcily de. energized DC HFA relays is acceptable. The staff may, at a future date, inspect the actions that NPPD has scheduled to complete the implementation of this bulletin.

This completes the staff's action on Bulletin 84 02.
