Catawba Nuclear Station, Units 1 and 2 Docket Nos. 50-413 and 50-414 Technical Specification Amendment Inconel Clad Control Rod Assemblica Centlement This letter contains a proposed amendment to the Technical Specifications for Facility Operating License Nos. NPF-35 and NPF-52 for Catawba Nuclear Station Units 1 and 2. This request involves changes to Catawba Technical _7 Specifications Design Feature 5.3.2 to allow operation with up to one inconel clad Rod Cluster Centrol Assembly (stCCA) in the Catawba Unit 2 core.

On May 23, 1989 the NRC issued license amendment Nos. 63 and 58 to Facility Operating Licenses NPF-35 and NPF-52, respectively. These amendments require that one Catawba Unit 2 demonstration RCCA be clad with inconel. The proposed Technical Specification changes provide the flexibility to withdraw the inconel clad RCCA and replace it with.a Westinghouse 17x17 RCCA should unexpected wear be discovered during future inspections. Westinghouse 17x17 RCCAs are '

normally used at Catawba Nuclear Station.

Attachment-I contains the proposed Technical Specification changes. Attachment-II contains a discussion of the justification and no significant hazards ,

analysis. This analysis is included pursuant to 10 CFR 50.91. It has been concluded that the proposed amendment does not involve significant hazards-  !

considerations. ,

n The demonstration inconel clad RCCA is to be first inspected during the Catawba Unit 2 end-of-cycle 3 refueling outage. The Unit 2 end-of-cycle 3 refueling outage is scheduled to start on June 8, 1990. Therefore, it is requested that the NRC review and approve the proposed amendment prior to June 1990.

Pursuant to 10 CFR 50.91 (b) (1) the appropriate South Carolina State Official is being provided a copy of this amendment request.
