This letter refers to the routine safety inspection conducted by Messrs.

[

C. L. Vanderniet and J. Gadzala of this office, from December 1, 1989, through

'

January 19, 1990, of activities at the Point Beach Huclear Plant Units 1 and 2

authorized by NRC Operating License Nos. DPR-24 and DPR 27. Our findings were

,

discussed with Mr. J. J. Zach and members of his staff at the conclusion of the

r

inspection.

,

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and,

interviews with personnel.

,

A significant deficiency was identified in your quality assurance program

implementation. This deficiency appears to have contributed to your recent

failure to take prompt corrective action regarding a design deficiency in the

plant's DC distribution system. We are therefore considering including this

finding with the violation which was discussed at the euforcement conference

on January 16, 1990. You will be notified of our decision by separate

correspondence.

,

Your continuin9 efforts at self improvement, as evidenced by the team building

training program you have undertaken are noted. We look forward

to observing the positive effects you anticipate from this program.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this

letter and the enclosures will be placed in the NRC Public Document Room.
