MTI team leader and Region-IV management representatives discussed the findings

with Mr. Guy Horn and other members of your staff.

This' performance-based: inspection was conducted to evaluate the effectiveness
j
of maintenance-activities at the CNS. The inspection consisted of selective
examination- o~: procedures and representative records, interviews with personnel,-
,
and observations' by the-inspectors. The' inspectors concluded that you;have
,
developed a; generally effective maintenance program that has been implemented by-
,
Lyour' experienced staff to maintain the plant in satisfactory. operating. condition.
However, the inspectors were concerned with the lack of detail (e.g., requirements,
,
-technical information~,-and guidance) in maintenance-related administrative and
-
control procedures and work-instructions. LThis weakness appeared to make the
i
success .of your. maintenancelprogram overly dependent' on individuals knowing how-
to perform activities correctly with; minimal guidance.1 -The following team findings

An apparent lack of discipline on the part of maintenance personnel in
filling out liWRs, typified by the number of MWRs identified which lacked
required information.
During this inspection, the NRC team found that certain of your activities
violated NRC requirements. Consequently, you are required to respond to these
violations, in writing, in accordance with the provisions of Section 2.201 of
the " General Statement of Policy and Procedure for NRC Enforcement Actions,"
-Title 10, code of Federal Regulations, Part 2.
You should base your response
-on the' specifics contained in the Notice of Violation enclosed with this
letter.
>The response ' directed by this letter and the accompanying Notice is not subject
to the clearance procedures of the Office of Management and Budget as required-
