APPLICATION FOR AMENDMENT PERTAINihG 10 THE INOPERABILITY OF THE 161 KV TRANSMISSION LINE (TAC NO. 75322)
F By letter dated November 15, 1989, you submitted a proposed Technical Specifi-cation (TS) change request. The change request pertains to the ection required for-inoperability of the 161 LV transmission line.
The staff has reviewed your arntndment submittal and finds your proposed TS change to be unaccepteble. The reason for this finding is that your TS change allows the plant to continue to operate with the 161 kV transmission line inoperable for an indefinite period without notifying the NRC and not meeting the GDC-17 requirenents during the time the 161 LV transmission line is inoperable.

Continued operation beyond 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> is permissible provided that a report is sent to the NRC irurcediately with an cutline of tie plans for prompt restoration of the start-up transforrner and the additional precautions to be taken while the transformer is out of service.
