NOTICE OF VIOLAlION Commonwealth Edison Company Docket No. 50-456 As a result of the inspection conducted from November 1 through December 16, 1989, and in accordence with 10 CFR Part 2, Appendix C - General Statement of Policy and Procedure for NRC Enforcement Actions (1989), the following violation was identifiec:
10 CFR 50.59 requires that the licensee shell also maintain records or tests and experimcnts carriec out... pursuant to... these records must include a written safety evaluation which provides the basis for the determination that-the change, test, or experiment does not involve an unreviewed safety question.
Contrary to the above, on September 2,1969, the licensee failed to initiate e 10 CFR 50.59 safety evaluation for the pressurizer-safety valve' tests performed on September 2, 1989. The previous tests were performed as a bench test as described in the FSAR. The Septe6.her 2, 1989 test was revised to perform the safety valve test with the-valves installed on the pressurizer.
The change in the test method procedure;should have received a safety evaluation as required by 10 CFR 50.59.
This is a Severity Level IV violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this office within thirty days of the date of this Notice a written statement or-explanation in reply, including for each violation:
(1) the corrective actions that have been taken and the results achieved; (2) the corrective actionsthatwillbetakentoavoidfurtherviolations;ano(3)thedatewhen full compliance will be achieved.
Consideration may be given to extending your response time for good cause shown.
