Inspection Report 50-423/89-16
This refers to the routine resident safety inspection condjucted by Messrs.
W. Raymond and K. Kolaczyk of this office on August 29 - October 15, 1989 at
Millstone-Nuclear Power Station Unit 3 of activities authorized by NRC License
No. NPF-49 and to the discussions of our findings held by Mr. Kolaczyk with
Mr. C. Clement and others of your-staff.at the-conclusion of the inspection.
Areas examined during this inspection are described in the NRC Region I
Inspection Report which is enclosed with this letter. Within these areas,
the inspection consisted of selective examinations of procedures and repre-
sentative records, interviews with personnel, and observations by the
inspector.
One activity that was inspected appears to be a deviation from your commitment
to guidelines for testing of safety systems associated with the main steam
isolation valves as described in Regulatory Guide 1.118 (Periodic Testing of
Electric Power and Protection Systems).
In accordance with 10 CFR Part 2,
Appendix C the deviation is described in the' enclosed Notice.
You are requested to respond to this letter-and should-follow the instructions-
specified in the enclosed Notice when preparing your response.
In your
response you should document the specific actions taken and any additional
,
actions you plan to prevent recurrence.
The response requested by this letter and the accompanying Notice is not subject
to the clearance procedures of the Office of Management and Budget as required
- l
by the Paperwork Reduction Act of 1980, PL 96-511.
