The NRC Systematic Assessment of Licensee Performance (SALP) has been completed

for your Grand Gulf facility. The facility was evaluated for the period May 1,

1988 through September 30, 1939. The results of the evaluation are documented

i

in the enclosed Interim SALP Report. This report will be discussed with you at

'

a public meeting to be held at the Grand Gulf facility on November 30, 1989 at

9:00 a.m.

The performance of your Grand Gulf facility was evaluated in the functional

areas of Plant Operations, Radiological Controls, Maintenance / Surveillance,

Emergency Preparedness, Security, Engineering / Technical Support, and Safety

Assessment / Quality Verification.

Although the functional areas evaluated

during this assessment period are not identical to those evaluated in the

previous. period, a close correlation can be made for identifying changes in

performance.

The assessment clearly indicates superior performance in the majority of the

assessment categories.

During the SALP period, the Grand Gulf station

sustained the superior performance of the previous period in operations,

radiological controls and security areas and substantially improved performance

.

in the areas of maintenance / surveillance and emergency preparedness. Manage-

ment attention and involvement have been effective and forward looking as

evidenced by the improvements in physical plant and software systems used to

support plant operations.

Your staff should be commended for.their superior

performance.

It will be a continuing challenge to maintain, and improve upon, this level of

performance.

With regard to improvements, the staff has specifically

recommended that you strengthen your safety evaluations.

Any comments you have concerning our evaluation of the performance of your

Grand Gulf facility should be submitted to this office within 30 days following

the date of our meeting. These comments will be considered in the development

}

of the Final SALP Report. Your comments and a summary of our meeting will be

l

issued as an appendix to the Final SALP Report.
