On April 10. 1989, the.U.S. Department of Labor's (DOL) Wage and Hour Division office in Richmond, Virginia, received a complaint from Mr. John W. Barrett, a formcr employee of National Engineering, a VEPC0 contractor-at the North-Anna site.

Mr. Barrett alleged that he was laid off because he had raised safety concerns while performing his

' duties at North Anna.. 'In response to that complaint, the Department of Labor secured an employee-employer conciliation as noted in the enclosed letter from the Assistant District Director of the Wage and

- Hour Division' office.

The NRC is concerned that a violation of the employee protection i

provisions set forth in 10 CFR 50.7 may have occurred and that the I

actions taken against Mr. Barrett may have had a chilling effect on other licensee or contractor personnel.

Therefore, you are requested to' provide this office, within 30 days of ti.e date of this letter, a response which:

a.
