FITNESS POR DUTY PROGRAM IMPLEMENTATION AND CERTIFICATION
,i 10CFR26.73d states that; "By January 3, 1990 each licensee shall certify to the NRC that it has implemented a fitness for duty program that meets the requirements.of 10 CFR Part 26.
The certification shall describe any licensee cut-off levels more stringent than those imposed by this Part".
Consumers Power Company, by way of this letter, certifies that our fitness for duty program meete 10CFR26 and will be fully implemented by January 3, 1990.

The cut-off icvels presented in 10CTR26 are the same as those used in our program and therefore no description identifying increased stringency of j
