iGentlemen:
4
Thistrefers to the inspection conducted by Mr. A. B. Earnest of this office
j fi
!during the period October 16-19,-1989, of activities authorized'by NRC
'
.. Operating-License DPR-46 for Cooper Nuclear Station,'and to the discussion of
i
[
our findings with members of. your staff at the conclusion of the inspection.
,
~
The' inspection reviewed certain. areas of:your physical security program.'
Within'thes'e areas, zthe inspection consisted of selective examination of
J
procedures and' representative. records, interviews'with personnel, and
g
observations by..the inspector. -The inspection findings are documented in the
'
r
-enclosed inspection report.
During this inspection,:it was found that certain of your activities were-in
~~
violation of.NRC requirements'
The vin 1ations: involve inadequate access
.
-control, inadequate detection aids, and inadequate protection of Safeguards
Information. These ' violations indicate a need..to improve controls over the
- ,
uffected-physical security program areas. The' improved. controls are warranted
~
-especially in regard to the violation of access control',' which is an apparent
derivative of a lack of commitment to site security requirements exhibited by
'
1 temporary outage personnel. Consequently, you are required to respond to these.
violations, in writing, in accordance with the provisions of'Section 2.201 of
the NRC's " Rules of t Practice," Part 2, Title 10, ' Code of Federal Regulations.
J
Your response ~ should be based on the specifics contained in the Notice of
,
Violation. enclosed with this letter.
.
We .have also examined at:tions you have taken with regard to previously
Lidentified-inspection findings. The status of'these items is identified in
paragraph 2 of:the~ enclosed report.
