SUhttARY OF ICSB MEETING A reetinq was held September 21-23, 1981 in Bethesda, Maryland with representatives from Comronwealth Edison Co pany and Sargent t Lundy. The necting was held to discuss and resolve issues raised in the Instrumentation an1 fontrol System Granch review of the Byron /Braidwood FSAn. The 70 aqenda itens whitn were discussed are listed in the reeting announcement, dated Septerbar :4, 1981. A list of attendees is given in Enclosure 1.

As a result of the discussion, the following 35 items were resolved and require no further licensee action *:

1, 3, S,11,15,17,19, 20, 22, 2 ~, 31, 32, 34, 35, 39, 42, 44, 45, 46, 48, 49, 50, 53, 55, 56, SR, 59, 61, 62, 63, 64, 65, 66, 68, 70.

For each of the followino 13 f tons, a technicai resolution was reached but tha items are listed as open pending foral documentation of the resolution in the FSAR*:

?, 4, 7, 8, 9, 10, 14, 18, 27, 28, 37, 39, 67.

The 22 renaining issues are unresolved *:

6 - Compliance with f'HP.EG 0737 requirements. Applicant will submit responses for staff review.

12 - Compliance with Reg. Guide 1.119.

Applicant quostions the value of response tine testing (position 6.3.4).

13 - Compliance with BTP ICSC 26, Safety Grade Anticipatory Trio. Applicant is invnsticating the availability of qualified auto stop oil orer ure switch for the turbine trip input.

16 - RTD bynass loon flow alarns.

This iten was inadvertently left cut of the discussion.

71 - Undervoltace and shunt trips of the reacter trip breakers. Applicant is studying recomendation from Westinqhouse that separate tests of the shunt trip circuits are unnecess1ry and potenticlly har-ful.

29 - Safety related setpoints. Applicant is evaluating two possible rethodologies to detemine the safety-related setpoint approach to be taken before responding to this item.

30 - Effects of high temperature on steam generator water level.5easuring instrumentation. Applicant is evalucting the problen.

33 - Compliance to IE Bulletin 80-06.

(See FSAR question 030.41).

Applicant is redesiqning circuits to comply and will submit documentation for NRC review.

36 - Switchover from injection to recirculation nade for energency core cooling. Applicant is reviewing staff concern that RESET is not indicated to operation.

40 - Doron dilution transient problen. Applicant is evaluating possible solutiens.

41 - Containment ventilation isolation. Applicant is evaluating nodifications to associater'. circuitry.

43 - Sequence for operation, reset, and control of ARIS. Applicant is reviewing staff co,cerns regarding the method used to verify dual flow from condensate storage tank and the control logic for APJ pumps.

47 - 51 shutdown from outside the control room. Appitcant will provide information with the Safe Shutdown Analysis in nid Movember.

52 - Coroliance with Reg. Guide 1.97, Rev. 2.

Applicant is working on design chances and will submit infomation for staff review when.the design is con 91ete.

54 - Address issues in IE Pulletin 79-27.

(See FSAR question 030.40). Applicant is working on response.

67 - Isolation of ESU to air co pressors and any other nor.-seismically qualified eouipnent. Applicant will provide infomation for staff review.

60 - Low Te perature Interlocks. Applicant is reviewing staff concerns regarding independence of low temperature RCS pressure control and potential comron failure involving the low tercerature auctioneer circuit.
