Dear Mr. Hukill:

EHylton AE0D We have reviewed your letter dated October 1,1981, regarding Pressurized Thermal Shock to Reactor Pressure Vessels, Your letter requested an extension to the 150 day submittal because the plant specific analysis for Three Mile Island, Unit No.1, is not scheduled until after completion of the Oconee 1 analysis. The Oconee 1 analysis is s:che& led for December 31, 1981.

The safety question related to pressurized thermal shock is being careftilly analyzed by the NRC staff. The request is oriented to developing a resolution of this issue by next summer (1982). The information which we requested in our August 21, 1981, letter to be submitted within 60 days and 150 days is an important part of the total effort. We will consider the infonnation provided in the Oconee 1 report as it is applicable to TMI-1 and we will continue our program of developing appropriate requirements. We encourage you to provide the plant specific information as soon as it is available and note that failure to provide all of the requested _information may give us less opportunity to avoid the necessity of specifying conservatisms where more definitive and timely information is not available.

Sincerely,

'oKIcrNALgrsigrg Thomas !i. Novak, Assistant Director for Operating Reactors Division of Licensing cc: See next psge O!ddh$j9 PDR o,nc,,
