The following comments are provided in response to the request contained in your letter dated September 30, 1981.
1.
Contamination Control Program For Drums Stored In Parking Lot Control limits were established for release of

No drums were removed from the controlled area without first being cer-tified according to the criteria of the sampling plan.
2.
Protection Of Stored Containers Drums being stored in the parking lot are palletized, four to a pallet, so that none rest directly on the ground.
The drums were covered with a heavy weight plastic (bag) and stacked three pallets high.
Indi-vidual groups of 96 drums are then covered with a heavy duty plastic tarpaulin.

Surveillance Program For Stored Drums As these drums contain minute amounts of radio-active material dispersed in ~750 pounds of concrete (approximately 0.00016 microcuries per gram), there is no external radiation concern and no possibility of leakage.
The drum stacks will be inspected periodically to assure the integrity of the protective covers.
No contamination surveys of this material are presently planned, although this will be reassessed if longer term storage becomes necessary.
4.
Definition of Temporary Storage
" Temporary Storage" is defined as that period of time necessary to arrange for and complete shipment to a government site.
Final shipping arrangements are incomplete at this time but it is probable that this material will be shipped off-site within six months to a year of shipping start-up.
5.
Provisions For Long Term Storage If unforeseen events dictate that this material be held longer than anticipated,~there are two primary options avaalable to UNC.
One option would be to continue to store this material in the parking area with periodic inspections to assure integrity of the packaging, while the other would be to move most of the material to inside storage.
The second option would, of course, preclude decontamination of the.
buildings, since they would be innaccessible for such work.
This situation appears to be improbable, however, based on the current status of our dis-cussions with the government.

Bidinger Finally, to further amplify on my letter of August 3, 1981, the current means of compliance with Amendment No. 15 to the License SNM-777 involves closure of the parking lot during non-working hours and random sur-veillance of the parking lot by UNC employees and security personnel during working hours.
In addition, the stored drums are completely roped off with per-imeter signs stating, "Only UNC or Contractor Per-sonnell Permitted Past This Point".-
