Staff Concurrence on Installation of Permanent Dewatering Wells and Request for Additional Information Ycur letter of September 16, 1981 requested NRC staff concurrence to proceed with the installation of the remaining permanent dewatering wells proposed for Midland Plant, tinits 1 and 2.

Forty-five wells are identified in Enclosures 1 and 2 of your letter. Those two enclosures are repeated here for convenience. My letters of June 18, 1981 and September 2, 1981 have previously concurred in proceeding with the installation of twenty wells near the Service Water and Circulating Water Intake Structrures. These twenty wells are also listed in Enclosure 1.

On the basis of our review of the information in your September letter, the

- NRC staff concurs that installation of the forty-five remaining permanent dewatering wells may proceed. Our concurrence recognizes your agreement i

to follow the previously approved dewatering well design, construction speci-i fication C-88 and quality assurance / quality control programs, except for the four minor changes listed on page 2 of your September letter.

l During the course of our review of your plans for permanent dewatering of l

the Midland site, we have noted additional information which will be needed to complete our review for operating licenses. These are identified in Our concurrence for well installation recognizes that, if necessary, wells can be abandoned and grouted or additional wells can be added. This action, therefore does not represent an irrevocable commitment. This action also has no effect on any other remedial action that may be reqaired as a result l

Our concurrence does not address the adequacy of the wells to achieve their intended purpose since this will be demonstrated by the drawdown tests to be conducted after installation. Rather, the staff's review at this point has concentrated upon assurances of a quality installation and design.

REQUEST FOR ADDITIONAL INFORMATION ON PERMANENT DEWATERING WELLS 362.0 CT0 TECHNICAL, ENGINEERING 362.17 Provide the following information regarding permanent dewatering wells:

1.

The boring log records and results of gradation tests for canpleted pilot holes should be documented in the FSAR. A discussion should be provided which demonstrates the adequacy of the filter pack design. In addition to the gradation curves, documentation should clearly identify the boring number, location, and depth of tested sanples which were recovered in the pilot holes and PD series borings to verify the adequacy of the filter pack gradation.

2.

A copy of the Operational Technical Specification on permanent aewatering should be provided. The discussions on the Technical Specification concepts which were given in response to NRC 50.54(f) requests Nos. 24 and 47 should be expanded to include specific requirements and details which will apply during years of plant operation. Also indicate the groundwater level at which pla'nt shutdown would be required and identify those permanent observation wells and piezometers in addition to the six permanent monitoring well locations where the shutdown groundwater t

level will be monitored. The Operational Technical Specification should also ccver the applicable monito*ing commitments given by Consumers to the Staff during the resolution of concerns for-proceeding with installation of the 20 back-up interceptor weils. The portion of the Technical Specification to be affected by the results of the planned-full scale field drawdown and recharge test could be written in anticipation of the information to be obtained in the field test and then be updated when this specific information becomes available.
